A reliable data ecosystem for the insurance sector

Stichting CIS:

Stichting CIS plays a key role in providing information to the Dutch insurance sector. Insurers and authorised agents use CIS services for risk assessment, underwriting, claims handling and compliance, among other purposes. They also contribute data themselves, strengthening the sector’s shared information base.

AMIS Conclusion has worked with Stichting CIS for many years to maintain the availability and modernisation of these business-critical services. As its technology partner, AMIS ensures that the platform continues to operate reliably while enabling ongoing, controlled innovation.

A data ecosystem for the insurance market

The CIS database contains millions of records contributed by participating organisations and is consulted extensively every day. Insurers use this information to verify details and inform underwriting, claims handling, risk management and fraud prevention, among other activities. The value of CIS lies not only in the volume of data, but above all in how information is shared across the sector. Participants both contribute data and access data from other participants under shared agreements. This reciprocity is important to the quality and continued support of the ecosystem. CIS collects, organises, manages and distributes data for its participants. Different types of records and additional services come together within this ecosystem, allowing insurers to use information in their own processes in a controlled way. CIS provides information and indicators; the final assessment and decision-making remain the responsibility of the insurer or authorised agent.

Reliable data exchange within a clear framework of agreements

Sharing insurance data requires clear agreements on purpose, access, use, responsibility and retention periods. CIS and its participants operate within legal frameworks and sector agreements, including the GDPR, the CIS Privacy Regulations, the CIS User Protocol and, where relevant, the Protocol for the Financial Institutions Incident Warning System (PIFI). Responsibilities are shared. Participants are responsible for the quality of the data they submit and the proper use of information from CIS. CIS manages the shared service and oversees compliance with the agreements. This governance is also supported by technology. Access to CIS services requires strong authentication, and database queries can be traced to individual users and organisations. This enables CIS to monitor the proper use of the database and restrict access where necessary. Alongside the central database, CIS offers services for specific compliance processes, such as sanctions checks and identifying ultimate beneficial owners. CIS is therefore continuing to evolve from a central database into an integrated data ecosystem for risk assessment, information exchange and compliance.

A neutral technology partner for the sector

For CIS, choosing a technology partner involved more than technical expertise. The partner’s position within the insurance market also played an important role. AMIS Conclusion is neither an insurer nor an authorised agent and has no commercial interest of its own in the insurance data participants share through CIS or in the outcome of underwriting, claims or fraud decisions. This matters for a sector-wide service in which competing market participants depend on the same data infrastructure. This position helps build trust in the collaboration. AMIS can focus on the platform’s availability, security and development, while CIS and its participants define the framework within which data is submitted and used.

Modernising while maintaining continuity

A platform with this role in the insurance sector must be able to evolve continuously without compromising availability, security or auditability. CIS and AMIS are therefore modernising the underlying architecture step by step. The aim is to simplify integration between services, connect data sources in a controlled way and make new functionality available more quickly. At the same time, existing services must continue to operate reliably for all participating organisations. AMIS Conclusion supports CIS as a technology partner for both continuity and ongoing development. The collaboration has led to new authentication options, additional compliance functionality and digital access for consumers to view their data.

Compliance and continuity built into the design

For CIS, compliance, information security and availability are integral to its services. They determine how data is submitted and made available, who is granted access and how new services and data sources are added. This also makes CIS a relevant case study for data ecosystems beyond the insurance sector. Technology is only one part of the picture. The platform also relies on clear responsibilities, reciprocity between participants, auditable access and shared agreements on data use. This requires a platform in which technical integration aligns with sector governance. AMIS Conclusion therefore combines ongoing management and continuity with the controlled modernisation of applications, interfaces and data sources. This allows new capabilities to be added without unnecessarily disrupting the existing data ecosystem.

Data that helps the sector make better-informed decisions

CIS data plays an important role in daily decisions on underwriting, claims, risk, compliance and fraud prevention. This makes CIS more than a database: it is a shared digital service relied upon by a large part of the Dutch insurance sector. The collaboration between CIS and AMIS Conclusion therefore goes beyond technology. It is about providing a reliable, neutrally managed digital infrastructure that enables organisations across the insurance sector to use data under shared agreements, connect new sources and services, and continue to respond to changing legislation and market requirements.
