from obligation to accelerator

Breedweer's impact compass

Many organisations are eager to become more sustainable, but often get stuck when asked to make their impact measurable. Small and medium-sized enterprises (SMEs) in particular lack the knowledge, capacity and tools to comply with the new Corporate Sustainability Reporting Directive (CSRD). For them, the obligation often feels like an added burden: where do you start, what should you measure, and how do you translate that into concrete decisions?

Breedweer, a social enterprise with a clear mission, recognised this challenge and asked itself: how can we offer organisations an accessible, affordable and practical tool to gain insight into their footprint and act on it? Breedweer’s answer: support impact-driven SMEs by equipping governments and procurement professionals with a tool that makes social impact easy to quantify.

The challenge

The issues surrounding sustainability and impact measurement are complex:

  • Invisible impact – Many companies don’t know where they truly stand; CO and supply chain impact remain abstract and fragmented.
  • Uneven playing field – Large corporates have the resources to report, but SMEs, the backbone of our economy, are falling behind.
  • Regulation – The CSRD requires companies to disclose their supply chain impact, while governments are obliged to procure responsibly (Article 1.4, paragraph 2 of the Dutch Public Procurement Act). These obligations strongly encourage the use of the Impact Compass, but without concrete tools, they risk becoming administrative burdens rather than opportunities for both governments and businesses.
  • Social urgency – Climate change, political pressure, financial scrutiny and societal expectations make transparency and direction essential.

The solution

Together with partners, Breedweer developed the Impact Compass: a digital tool that makes social impact visible, understandable and manageable. The Compass is not a calculator, but a moral and strategic instrument:

  • Measure and steer – Gain insight into CO emissions, circularity, diversity and social value per project, per decision, per euro.
  • Simple and affordable – Specifically designed for SMEs and the public sector, ensuring no one is left behind and enabling straightforward supply chain reporting.
  • From obligation to opportunity – CSRD becomes more than a checkbox; it becomes a steering tool for sustainable choices and cost savings.
  • Stakeholder transparency – Organisations can clearly demonstrate their performance to clients, governments and financiers.

The impact

The strength of the Impact Compass lies in its ability to bridge technology and practice:

  • For SMEs – Concrete insights help entrepreneurs not only comply with regulations, but also become more competitive in tenders and more attractive to investors.
  • For governments – Transparent procurement becomes achievable: shifting the focus from lowest price to social value, in line with Article 1.4, paragraph 2 of the Dutch Public Procurement Act.
  • For society – The Compass contributes to broad prosperity: an economy guided by wellbeing, sustainability and social cohesion.

Whether it’s a local bakery delivering both bread and ESG data, or a municipality greening its procurement policy. The Impact Compass makes sustainable value tangible and actionable. Both businesses and governments can also use the Compass independently to gain insight into their impact and steer improvements.

Why Conclusion?

The result

The Impact Compass has evolved into a practical, scalable and socially relevant tool that helps organisations:

  • visualise their footprint,
  • comply with CSRD,
  • make better decisions for people, planet and profit.
“In short: those who choose insight today, choose impact tomorrow.”
